In March, the PDI Board of Directors bid best wishes to Joe Raso who served as Secretary Treasurer. Joe has taken a position President and CEO of the Greater Colorado Springs Chamber and Economic Development Corporation.

The board appointed Stacie LoVan, Project Director, Greater Des Moines Partnership, Des Moines, IA as the new Secretary/Treasurer. The Board is currently working to fill the vacant board seat. Stacie assumes her position effective immediately and will continue her work on the Education Committee. Congratulations Joe and all the best. Thank you Stacie for stepping up.

 Institute for Decision Making Has Opportunities for Interns

Each year, IDM works with Chambers of Commerce, development groups, tourism groups and utility companies to place UNI students interested in an internship with a community or economic development organization. These undergraduate and graduate students are from a variety of academic programs including undergraduate students majoring in Economics, Finance, Geography and Public Administration, and graduate students from the Public Policy Program and Geography.

Ideally, students are placed in a location that is either close to their hometown or near UNI so they are able to have a reasonable commute to their internship location. Most of the placements are during the summer, but we do have some students interested in opportunities during the academic year. We strongly encourage organizations to provide the students with some level of compensation. Even more important is the involvement of the students in projects and activities that provide them with valuable economic development experience.

Some development groups have partnered with other economic development partners, such as a local government, their investor-owned utility or REC, to help fund their internships. Local Community and Economic Leaders Encouraged to Participate in Conversations

Local residents, business owners and community leaders have the opportunity to share their thoughts about opportunities and challenges in rural Iowa with USDA Rural Development State Director Bill Menner during roundtable discussions. Bill visited Farley, Postville, Cresco, and St. Ansgar in March and is scheduled to visit Creston in April.

 Linda Laylin Retires from GCVAC

Economic Development professional and PDI member Linda Laylin recently announced her retirement from the Greater Cedar Valley Alliance & Chamber team.

Linda has had a long career with the Alliance & Chamber and predecessor organizations, and recently celebrated her 25th anniversary with GCVAC. She has filled a number of roles for GCVAC as the needs and expectations of the organization and business clients changed. In recent years, she held the title of Director of Business Services, focusing on expanding business project management and workforce development. For a period, she also fulfilled many financial/administrative roles for the organization. Linda’s retirement was effective March 31.

“Retirement” may not really be the appropriate word: Linda has announced that she will be running for Black Hawk County Board of Supervisors.

 Economic Development Board Approves Seven Projects
Business Record Daily March 27, 2012

The Iowa Economic Development Authority board awarded financial assistance to seven companies for job creation and expansion projects. The awards will assist in the creation of 323 new jobs and the retention of 214 existing jobs, and will account for $71 million of new capital investment to the state. The board approved assistance for planned or proposed projects located in Oskaloosa, Polk County, Dyersville, Cedar Rapids, Cedar Falls, Urbandale and Sioux City. "(The) action by the board shows strong and steady movement towards our job creation goals," said Debi Durham, director of the Iowa Economic Development Authority. "We continue to see companies choosing Iowa as the place to grow their business."

As you know, PDI has been active all legislative session in working with legislators to provide feedback on their efforts to make some changes to tax increment financing (TIF). On Tuesday, the House distributed an amendment that will become the House’s new TIF bill. As you’ll see in your review of the attached amendment, the language goes very far and is quite damaging to TIF as a tool. The amendment is was discussed Thursday in a subcommittee of the House Ways & Means Committee. PDI had a few members in attendance to talk about the bill, and we are hoping legislators choose to change the language either in subcommittee or full committee. In the meantime, we wanted to make sure you see the language and have a chance to contact your businesses, your banks and others in your community who might have an interest in the legislation. We want to ensure that PDI members and their partners in the community have a chance to weigh in.
